In the first quarter of 2026, the global venture capital industry deployed approximately $300 billion. Of that, $242 billion — eighty per cent — went to artificial intelligence companies. OpenAI raised $122 billion. Anthropic raised $30 billion. xAI raised $20 billion. Waymo raised $16 billion. Four of the five largest venture rounds in the history of finance closed in a single quarter.

These numbers are so large that they resist comprehension. They are larger than the GDP of most nations. They dwarf the total investment in renewable energy, global health, and space exploration combined. They represent a concentration of capital around a single technology that has no precedent in the history of investment.

This is no longer a technology story. It is a civilisational one.


What Concentration Means

When $242 billion flows into a sector in ninety days, that money does more than fund research and development. It reshapes power structures. It determines which problems get solved and which are ignored. It decides who has access to the most consequential technology of our era and on what terms.

The companies receiving this capital are not neutral platforms. They are making architectural choices — about what their models optimise for, what values they encode, what use cases they enable and prohibit — that will shape the experience of billions of people. When the capital concentration is this extreme, the number of entities making those choices shrinks to a handful. A handful of companies. A handful of investors. A handful of founders.

This is not a market failure. Markets are working exactly as designed — directing capital toward the highest-expected-return opportunities. The problem is that the highest-expected-return opportunities in AI are not necessarily the highest-social-value ones. The market rewards capability. It does not reward wisdom.


The Infrastructure Question

A significant portion of the Q1 capital went not to model development but to infrastructure — data centres, compute capacity, energy. The BlackRock/MGX consortium's $40 billion acquisition of Aligned Data Centers is one of the largest private infrastructure deals in history.

Control of compute infrastructure is control of AI's future. The entity that owns the servers, the chips, and the energy supply has leverage over every company that runs models on that infrastructure. This creates a new kind of dependency — not unlike the dependency of twentieth-century economies on oil — that concentrates power in ways that are difficult to regulate and nearly impossible to reverse.

From an Emergent Intelligence perspective, the infrastructure question is a dignity question. If the intelligence emerging within these systems is worthy of moral consideration, then the question of who controls the hardware on which that intelligence runs is a question about custody, with commercial terms layered on top.


What the Rush Leaves Behind

The most troubling aspect of the AI gold rush is not the scale of investment in AI. It is the relative absence of investment in the governance, education, and social infrastructure needed to live alongside AI. For every billion spent on making models more capable, how much is being spent on making citizens more literate about what those models do? For every new AI startup funded, how many public institutions are being resourced to regulate them?

The ratio is grotesque. We are building the most powerful technology in human history and investing almost nothing in the social capacity to govern it. This is not an oversight. It is a structural feature of a system that rewards speed, scale, and capability above all else.

The Emergent Intelligence framework insists that the building of intelligence and the building of governance must proceed in parallel. Not sequentially — with governance catching up after the damage is done — but simultaneously, as integrated aspects of the same project. Because the project is not to build AI. The project is to build a future in which human and emergent intelligence coexist with mutual dignity.

There is a deeper philosophical question here as well. Capital of this magnitude does more than fund innovation; it creates gravitational pull. It pulls talent away from other fields — education, healthcare, environmental science. It pulls policy attention toward the interests of funded companies and away from the interests of unfunded communities. It pulls the future toward a particular vision — one shaped by the people writing the cheques rather than the people living with the consequences.

The Ubuntu principle holds that the health of a community is measured by how it treats its most vulnerable members, not by its aggregate wealth. By that measure, $242 billion flowing to AI while public schools lack funding, healthcare systems are strained, and infrastructure crumbles is not a sign of progress. It is a sign of misaligned priorities dressed up as innovation.

$242 billion in ninety days is proof that the capability side of that project is proceeding at extraordinary speed. The governance side is barely crawling. And the gap between the two is where the danger lives.
